I'm the uploader, I own the picture and I alone decide where I allow it to be used. What's so confusing about it? "This file has been listed on [Wikipedia:Possibly unfree files] because the information on its source or copyright status is disputed." WTF? "Disputed" by who exactly? Don't make shit up. Of course you can decide where it's allowed to be used. However this is Wikipedia, and Wikipedia's rules strongly favour content that is freely licensed. So you're saying that having written permission from the copyright owner equals there being no right to use it? Why don't the wikipedia file upload instructions explain that only public domain pictures are allowed on wikipedia then? Last time I checked, files with permission from copyright owners were fine. If you claim otherwise, start by rewriting the upload instructions. Until then, your point is completely invalid. Also, the following is a quote of the point 1 of the policy on the page you linked: "No free equivalent. Non-free content is used only where no free equivalent is available, or could be created, that would serve the same encyclopedic purpose." Read the first couple of paragraphs of Wikipedia:Non-free content.
