It's not appropriate to move long-standing articles to Draft space. Draftifying is a tool used for newly created articles. While there is no hard-and-fast rule, I generally would not draftify any article that is older than 6 months. If you believe that an article is in bad condition and you don't wish to fix it yourself, you can always PROD it or nominate it for deletion at AFD.
