I think that since this lobbying group is well-documented in newspaper articles and also is regionally notable, not unlike a significant campaign for public office, it should be able to survive any deletion attempts. Name change from 8664.org to 8664 or 8664, Inc.

The organization's website is indeed 8664.org, but if you check that website, you'll see they refer to themselves as simply 8664. Also, if you check the Kentucky Secretary of State's database, you'll see they are incorporated as 8664, Inc., (not 8664.org, Inc.).

Therefore I propose moving the article to 8664. (And, along the way, including the fact that it is incorporated as a non-profit.)
