Pavel Gumalic was born in a Greek family. In 1870 he was elected at the position of the mayor of Chișinău, succeeding [[Adam Krijanovski]]. In a short time Gumalic built the station, started the construction of water towers and laid the foundation of the St. Pantelimon church, designed by the architect [[Alexandru Bernardazzi]]. Taking advantage of his power, Gumalic excluded from the electoral list in the city Duma all disloyal candidates. Remained scandalized, the voters in Chișinău demanded the resignation of the mayor and cancelled the election results.
