-:There seemed to be a bias inherent in the article that a "fluent" speaker of a language can't be highly proficient or bilingual, but fluency is just one term to characterize one's acquisition of and ability to use a language. A fluent speaker may have strong accuracy and complexity as well. Definitions of bilingualism are very polarized and unclear, so it seems biased to say someone who is a fluent speaker but illiterate is not bilingual.
